Instrumentation Ltd (IL), a Schedule 'B' CPSE under Department of Heavy Industry (DHI), Ministry of
Heavy Industries & Public Enterprises, was established in Kota (Rajasthan) in 1964 primarily to make
India self-reliant in Control & Instrumentation (C&I) Systems for core process Industries. IL had set up a
second unit in Palakkad (Kerala) in 1974 for manufacturing control valves and allied products to provide
compre-hensive C&I solutions. IL was a profit making and dividend paying company till late eighties.
Post liberalization in 1991-92, IL could not compete with MNCs, suffered serious setbacks incurring net
losses and was declared sick by BIFR in 1994. Two revival schemes SS-99 of Mar 1999 and MRS-10 of Feb
2010, which did not have required cash infusion and were implemented partially, did not yield desired
results. IL continued to have plethora of problems.
M P Eshwar then entered the fray in July 2013 as CMD, IL. He spared no efforts to bring IL back to life.
The energised workforce was hapless in the face of adverse conditions and continued financial woes.
Without financial support it was impossible to move forward for Team IL. Proposal for salary support
forwarded by DHI to Competent Authority in Oct 2014 and the credit worthy Revival Plan submitted by
IL on the direction of BIFR in Jan 2015 could not materialise. Finally, DHI proposed Closure of the
chronically sick Kota Unit of IL and transfer of healthy Palakkad Unit to Govt. of Kerala. Approval from
Government of India (GoI) was received in Nov 2016.
This book is a gallant attempt to capture the journey of transformation of IL comprising its two Units and
also the Lessons Learnt. It is hoped that readers find it interesting and useful.
